Quality of water for human consumption

The quality and health safety of water for human consumption in the public water supply systems of the City of Zagreb, the City of Samobor, the City of Sveta Nedelja and the Municipality of Stupnik, managed by Vodoopskrba i odvodnja Ltd., is monitored in accordance with applicable legal regulations of "Act on Water for Human Consumption" (Official Gazette 56/13, 64/15, 104/17, 115/18 i 16/20) and the "Regulation on conformity parameters, analysis methods, monitoring and water security plans for human consumption, and also the manner of keeping a register of legal entities which are performing public water supply" (Official Gazette 125/17).

"Act on Water for Human Consumption" (Official Gazette 56/13, 64/15, 104/17, 115/18 i 16/20) regulates the health safety of water for human consumption, obligations of legal entities providing water for human consumption in the Republic of Croatia, methods of treatment and reporting in case of deviation from the parameters for checking the compliance of water for human consumption, monitoring and other official controls of health safety of water for human consumption and their financing in order to protect human health from the adverse effects of any pollution of water for human consumption and also to ensure the health safety of water for human consumption in the territory of the Republic of Croatia and all competent authorities for the implementation of the Act.

Water for human consumption must be in the accordance with the parameters for checking the compliance of water for human consumption prescribed by the "Regulation on conformity parameters, analysis methods, monitoring and water security plans for human consumption, and also the manner of keeping a register of legal entities which are performing public water supply" (Official Gazette 125/17).
Healthy water for human consumption is water that:
  • does not contain micro-organisms, parasites and their developmental forms in numbers that pose a potential threat to human health
  • does not contain harmful substances in concentrations that alone or together with other substances pose a potential hazard to human health
  • does not exceed the values of water health parameters prescribed by the Regulation (Official Gazette 125/17).

The control of the quality and health of water for human consumption in the public water supply systems of the City of Zagreb, the City of Samobor, the City of Sveti Nedelja and the Municipality of Stupnik, managed by the Vodoopskrba i odvodnja Ltd., is carried out at the following levels:
  • Internal control (self-control) carried out daily by the Water Quality Control Department of Vodoopskrba i odvodnja Ltd.
  • External monitoring carried out by “Dr. Andrija Štampar ” Teaching Institute for Public Health and the Zagreb County Public Health Institute in the area of its local jurisdiction.


INTERNAL CONTROL

Internal control of quality and health safety of water for human consumption in the public water supply systems of the City of Zagreb, the City of Samobor, the City of Sveta Nedelja and the Municipality of Stupnik is carried out by the Water Quality Control Department of Vodoopskrba i odvodnja Ltd. based on the Sampling Plan, which determines the sampling points, the types and scope of analyzes, and the frequency of water sampling in accordance with the established HACCP system for self-monitoring of water health. Water quality control is carried out at all stages of the water supply process to enable timely action to be taken, critical in ensuring the water health. In addition to the raw water analysis of the wells (water wells and collective water intakes) and water after the treatment or disinfection process, as well as water analysis for human consumption in the distribution network, the Office also conducts groundwater analyzes in the inflow areas of the wells, as well as analyzing of water from newly constructed pipelines and other water supply facilities and tank trucks used for the distribution of drinking water. Daily testing provides data on groundwater quality in the inflow areas of the source, the quality of the raw water of the source, the efficiency of the water treatment and disinfection plants, and the quality and health of the water for human consumption in the entire distribution network.   

The Water quality control service conducts field and laboratory water testing in accordance with applicable regulations and standardized methods. Physical-chemical, chemical and microbiological tests are carried out in the laboratories of the Service and the following parameters are determined:
  • basic physicochemical parameters (color, turbidity, odor, taste, pH, conductivity, oxidation, hardness, ions, etc.
  • metals (Na, K, Fe, Mn, Pb, Al, Ag, B, Ba, Be, Ca, Mg, Cd, Co, Cr, Cu, Ni, Se, V, Zn, Hg, As and Sb);
  • volatile halogenated hydrocarbons;
  • aromatic hydrocarbons (BTEX);
  • total, dissolved and non-volatile organic carbon;
  • Organochlorinated and triazine pesticides;
  • polycyclic aromatic hydrocarbons;
  • phenols;
  • cyanides;
  • silicates;
  • anionic detergents;
  • Microbiological parameters (total coliforms, fecal coliforms, E. coli, enterococci, colony counts at 22 ° and 36 ° C, Pseudomonas aeruginosa).

EXTERNAL CONTROL

Monitoring of water for human consumption from the public water supply system of the City of Zagreb is conducted by the “Dr. Andrija Štampar ” Teahing Institute of Public Health according to a program developed in collaboration with the Department of Health Ecology of the City Health Office and the Department of Health Safety and Water Quality of “Dr. Andrija Štampar“ Public Health Institute. Monitoring is carried out continuously throughout the year in all city districts, and sampling is carried out on the aggregate hydropower hydrants, distribution network hydrants, water tanks and public facilities taps.  

Monitoring of water for human consumption from the public water supply system of the City of Samobor, the City of Sveta Nedelja and the Municipality of Stupnik, managed by the Vodoopskrba i odvodnja Ltd. in the area of Zagreb County, is carried out by the Zagreb County Institute of Public Health. Monitoring is carried out continuously throughout the year and sampling is carried out on the public facilities taps.

The parameters, types and scope of analyzes of water samples for human consumption monitored in the monitoring of water for human consumption are defined in "Regulation on conformity parameters, analysis methods, monitoring and water security plans for human consumption, and also the manner of keeping a register of legal entities which are performing public water supply" (Official Gazette 125/17). The Regulation prescribes the determination of group A and group B parameters. The purpose of monitoring water for human consumption against group A parameters is to obtain basic data on sensory, physical, chemical and microbiological parameters of compliance of water for human consumption and data on the efficiency of water treatment for human consumption. The purpose of monitoring water for human consumption on Group B parameters is to obtain all information on the parameters for checking compliance of water for human consumption.

The results of monitoring of water for human consumption for Group B parameters are announced on the official site of Vodoopskrba i odvodnja Ltd. (www.vio.hr).

In addition to monitoring the health of water for human consumption in the distribution network, the prescribed monitoring of raw (unprocessed) water of springs (water reservoirs, collective water intakes) is carried out once a year on the parameters of group B prescribed by the Regulation (Official Gazette 125/17).

The health of water for human consumption is assessed according to the criteria of the Regulation (Official Gazette 125/17), which prescribes the maximum permissible concentrations (MRLs) for the parameters of compliance of water for human consumption.  

Results of health control of water for human consumption in public water supply systems of the City of Zagreb, City of Samobor, City of Sveta Nedelja and Municipality Stupnik, managed by Vodoopskrba i odvodnja Ltd., conducted daily by the Water Quality Control Service of Vodoopskrba i odvodnja Ltd., as well as health monitoring results of the correctness of water for human consumption by “Dr. Andrija Štampar“ Teaching Institute for Public Health and the Institute for Public Health of the Zagreb County, confirm that the water for human consumption in the public water supply systems of the City of Zagreb, the City of Samobor, the City of Sveta Nedelja and the Municipality of Stupnik, managed by Vodopokrba i odvodnja Ltd., is healthy safe according to the prescribed conditions of "Act on Water for Human Consumption" (Official Gazette 56/13, 64/15, 104/17, 115/18 i 16/20) and the "Regulation on conformity parameters, analysis methods, monitoring and water security plans for human consumption, and also the manner of keeping a register of legal entities which are performing public water supply" (Official Gazette 125/17).
